The Army Corps of Engineers is a remarkable organization: by order of Congress, it first does shoddy work that causes disasters like the New Orleans flooding, then gets even more money to repeat the same mistakes that caused the first disaster, setting up another disaster in the future.

And where was the Press while all this was going on? Be sure to watch the National Press Club address, in the "Extras" section of the DVD.
