I respectfully disagree.
Protagonist who more in common to Prince Bertie under Queen Victoria or Prince Charles under Queen Elizabeth II is thrust into the spotlight prematurely.
He must play Colombo against once bitten twice shy antagonist who wanted to play Game of Thrones via sleeper agents & proxies.
He must play James Hacker on few High Holders, more numerous factors, newspaper & bureaucrats on suddenly running the kingdom efficiently with a positive spin.
He must fight undeclared war against "finding deserters in merchant ship & shanghai sailors" foreign power.
He must play patron on businessman who wanted to build steam powered ships.
Finally, he must play gentleman on finding gainful employment for his mistress on a clean break.
Wouldn't be totally surprised next novel on protagonist trying to find a wife & finding antagonist's lackey on stolen gold & loot.
