André Devereaux, an officer of the French intelligence, falls on a piece of information that alerts him to the imminent Cuban Missile Crisis. Together with Michael Nordstrom, a NATO official, they are launching an investigation into the dark side of a political crisis that in reality is more like a conspiracy to destroy the North Atlantic Treaty Organization. Devereaux discovers that the French government and intelligence are infiltrated by the Soviets, ready to use Charles de Gaulle's policy to provoke France's departure from NATO, thereby weakening the alliance.
