Yes this is controversial but depending on the age of the child whether being read to or reading themselves, it portrays a bear looking for something that was lost or stolen. But the way the dialog was constructed, it opens a way to discuss what REALLY happened to the rabbit, and how the situation could have been handled possibly in a better way than what is suspected.. This is a good example of how someone answers a question can give you hints to what really happened. For example, as the reader do YOU think he was lying? Maybe the bear lost the hat and the rabbit found it, or did the rabbit steal it? Lots of unanswered questions. And by the way, this is a far less disturbing story than Little Red Riding Hood.
